When the New Territory taken over in 1899 I was engaged during that and the following year as opportunities could be found in examining and obtain ing knowledge of the country and its
inhabitants and their industries with
the object of ascertaining what possibilities there might be of improvements in agri- culture and in developing forestry works of utility in the newly acquired land.
